By reference to perks, have a look at things like Off Chance (generates AP on critical shots) and Blitz (+2 AP for the first two rounds of combat), or some of the perks that lower the AP cost to use particular weapons.

The main way to get AP, though, is from Deftness and Fortune. The formula is:
Action Points = 7 + ((Deftness - 6) + (Fortune - 6))/2
This means if neither of your Deftness or Fortune are above 6, your AP will be 7.
Perks that increase attributes, or maxing out skill trees, can increase those attributes and get you more AP. You can also investigate deftness increasing drugs if you find a particular combat too hard (Agilone is +3 deftness so a decent boost if you have some, it's sold all over the place and is pretty cheap but watch out for addiction).
IMO, the game is crying out for a respec feature. You can't even do it with console commands.
But it also feels like the developers have abandoned it, so I don't see it coming any time soon.

Also, you can invest leftover APs into improved defence as well. I use both options, whichever is best based on the situation.
