You don't get action points through your levels - you can get extras through a few perks but most of it comes from your attributes which were fixed in character creation, since the developers didn't offer any way to respec your character.

By reference to perks, have a look at things like Off Chance (generates AP on critical shots) and Blitz (+2 AP for the first two rounds of combat), or some of the perks that lower the AP cost to use particular weapons.

Check out this google document if you haven't seen it before (I didn't make it, but it's accurate and useful) - https://docs.google.com/spreadsheets/d/1vgg436gRvlH8EtN0yVdiVdO4bYQmeloQ0Sd1De8JnJA/edit#gid=0

The main way to get AP, though, is from Deftness and Fortune. The formula is:

Action Points = 7 + ((Deftness - 6) + (Fortune - 6))/2

This means if neither of your Deftness or Fortune are above 6, your AP will be 7.

Perks that increase attributes, or maxing out skill trees, can increase those attributes and get you more AP. You can also investigate deftness increasing drugs if you find a particular combat too hard (Agilone is +3 deftness so a decent boost if you have some, it's sold all over the place and is pretty cheap but watch out for addiction).

IMO, the game is crying out for a respec feature. You can't even do it with console commands.

But it also feels like the developers have abandoned it, so I don't see it coming any time soon.

Happy to help as best as I could. Not much of a population playing this one, it seems, so those of us about have to do what we can while we are :-)

In addition to what Default said, you can also get extra action points by ending a turn early and saving a few APs for the next turn. Useful if you have a few left but not enough to do any useful actions. Each character will have a maximum amount they can save per turn, and a maximum amount they can build up to by saving for many turns.

Actually, one more thing - further to what we both said (and possibly in case anyone else looks here) - you find a relic called the "Brass Apple" if you go downstairs in the gas station at the Roadside Picnic area - I believe this is essential to progress the main quest, and that adds +1 AP and +1 Starting AP at the cost of some precision if equipped to a relic slot

No problem.
Also, you can invest leftover APs into improved defence as well. I use both options, whichever is best based on the situation.
