Clarify Self-Improvement perk to me please
Since I am not level 15 yet I would like to know how exactly does this work. Assume that I got 11 as my highest stat and the rest are let us say 2/2/4/4/6/6/8 without looking up if this array is possible just for demonstrations.
Would it only improve the 2s? 2 and 4s? 2, 4 and 6s? Or all of them?

Only the 2's. It's whatever stats are the lowest numerically.

Thats why a balanced stat build can be quite effective, you get a lot of bang for the perk point spend.

With the right build it's not bad. White wing set brains to 10 so it's bumped up to 11 all other stats at 5. Renaissance person gives you +1 in all stats so it's 12 and 6's then take self-improvement and it's 12 and 7's. Just as an example off the top of my head.

A balanced stat build is still heavy on the perk and, somewhat, wasted attrbiute tax. Yeah I can throw up a build with Renessaince and this perk and get 7s and one super high attribute. Alternatively I can dump 3-4 and get equally amount of 10s and get nifty stuff like Soldier of Fortune and All As Planned and use the freed up perk slots for stuff like Roaring Good Health for example

That's the argument. I personally didn't find that many perks I enjoyed so the 2 extra perks spent wasn't a big deal to me

Attribute points are finite though whereas levels and perks are not. I finished the game at around level 40 I believe and I only did two random encounters so if you're willing to do those on occasion you can get a lot higher even without grinding.

Everything is finite. Attributes also are just a means to an end by themselves they do not all that much. Skill points/abilities and perks are more impactful overall.
