Also temporarily can be increased via - wearing Servoshell, armor pieces, relics, stims, food etc
- 5 in every attribute, 10 in brains
- slacker trait (+2 perks at start, -3 skills/lvl)
- right at start learn Renaissance (+1 all attributes -> 6), Oberservant (+3 skills/lvl to cancel slacker)
- lvl15: perk with +1 on the lowest attributes -> push to 7
This way you get in total +15 on attributes without much downsides (most perks can be learned with attribute 6 and the skilltrees are also most times attribute 6 locked).

Which means your hero has 7 in all attributes and 11 brains, 22 skills / lvl. The difference between 7 and 10 is also small enough.

Sorry to comment so long after your comment - I had an idea of starting with 5 in all, and 8 in charisma/perception, get renaissance for +1 all, get the 9cha/per "Perks are gained a level earlier" thing, and at 15 the +1 to all lower - assuming things like "perk +2 fortune" don't add on before, and assuming like + muscle or whatever it is from levelling a skill adds on after - that's be base: 7 all, 9 cha/per - regardless of wing. easiest woudl be starting with silver because you i THINK could go to 7in all and 10 in cha/per, but silver (from tutorial and just after) looks like it doesn't really matter story wise, people dislike silver, so being silver is... double edged? good stats, bad "lore" reputation
