Why do Original Stats Count for Perks and NOT permanently Agumented Stats?
The question is in the title.
I have a total Charisma of 8, permanently but my base is 5, so I do not get the benefits of Charm or Barter.

Why is this? Why does the permanent modifications NOT modify your stats for determining skill perks or getting character perks?

Some modify base, others only bonus. Renaissance Person and Self-Improvement raise base stats, skill capstones(+1 deft for 150 criminal, +1 guts for 150 survival), and other skill bonuses only count as bonus stats, not base stats. As does anything from equipment(relics). Attribute cheats also only raise bonuses, not base stats.

Not sure on the logic but I would just point out that while stats increased with perks and things may not count, the ones you may get at character creation with your faction DO count. I had 9 charisma plus the 1 charisma from going Silver faction and that gave me 10 for the perk I wished to buy so those ARE different.

I suspect but do not know that the bonus stats are not counted because then you would just fill up on drugs and buy the perk and then when the drugs wore off ??? What? you no longer have the requirements for the perk? So what happens to that perk.
I don't know that this logic needed to be used with stat points unlocked through skills like 150 criminal since those only unlock at 150 unmodified skill or perks and don't go away when debuffed. Really would have thought those would be counted and be different from drugs etc. I never looked into it but it seems odd if so.

Drugs, armour, weapons, buffs or other 'removable stats' shouldn't count a it's an easy and obvious exploit.
@Kaerius post seems to read that the permanent ones from perks do count. What are you using to get your 3 bonus charisma?

I suspect that two of them are from the pilot skill (+2 charisma in servo shell), and one from a relic, or all from relics.

And yes, all the wing stats and also trait stats(Redneck, Prodigy, Bossy) are permanent base stats.
