There is a mission in Magellan where a man is stranded because his car isn't working. You can find him on the far left of the parking lot map (from the standpoint of how your character is facing when you enter the parking lot from outside). I think it's north...?
Anyway, you may have enough tech skill or a mechanic kit that allows you to fix the car but don't do it right then. Instead, inspect the car and talk to the guy until you get the information that the warehouse supply may have what you need to fix the car.
Go inside Magellan and speak to the merchant on the warehouse level. There will be an option to ask about the car and learn that you need a CPS. He'll tell you he can't sell you one until you get a form from administration.
Go to the administration level and you'll find the person you need to talk to in the room to the left of the elevator (as your character is facing when you leave the elevator... so I think it'll be on the right side of the screen if I remember correctly). She'll have the form for you to fill out but she'll say you don't have a car so you can't complete the form. I think you may be able to persuade her to let you anyway if you have enough charm but I can't remember. If not, take the form back to the guy at the car and have him fill it out.
Now you can go inside and get the CPS. You can go back and fix the car without it so that you can keep it for whatever you need.
U have the button for trade near bribe button on the right side of convo dialogue.
yeah about broken truck he bores me too but, u click on him to talk, when the dialog window opens don't close it, look at the right side, u need to have 2 tiny buttons, bribe & trade. Otherwise if u really don't have the option then it might be coz bug or some questing shenanigans.
