Repairing the reactor
So maybe i am confused, but i am trying to repair the reactor, I killed the afflicted in the vents, found the orange who was supposedly fixing the fuses, Fixed the other fuse box in the same area, but for whatever reason, in the rat race area i cant find the fuses to fix the busted fuse box. What did i miss here?

A fuse can be obtained from a blue worker next to the control panel after you turning on emergency power to the reactor.

So how do i turn the emergency power on then? i cant get enough available electricity to power the emergency generator?

First, turn off everything that consumes power up to 7/20. Then turn on the second converter. Turn on the cooling and turn on the first converter, get 20/20, pull the first lever, then go to the electrician, report on the repair and take a fuse from him.

I have been to the mechanical floor three times, talked to everyone there, watched a "rat" race, and the fuse panels do not show up at all.
Will I have to restart the game? This quest line blocks main mission completion!

The fuse boxes don't show up as pick-up items do when using the ALT button. You can find the fuse panels sitting on the inner fence down at the maintenence level in the reactor where the rat race is, at the four "corners" of the fence.

i didn't understand the logic of this puzzle. .
here was my thought process
i was fiddling with the buttons.
it says lever 1 is auxiliary, lever 2 is main power
then i go to the panel
it says 1/20 power.
i turned on ppwer saving mode, 2/20
turned off the buzzer : 4/20
turned off the backlight 7/20
went to turn on converter 1 : it says i need to turn on the cooling first

i didn't realize it at the time if i had tried to turn on converter 2 at this time, i would not have gotten stuck, but i assumed that because it said i needed cooling for converter 1, that converter 2 would also need cooling so i didn't bither with this step

so, next step, i turned on the cooling, : 2/20
then i go to turn on converter 1 : "not enough power"
then tried to turn on converter 2 : "not enough power"
then i concluded, i must need to get power from somewhere else and then i went down the maintenace tunmels and find the busted fusebox and it says i needed a fuse and had no idea where to get it.

then i googled it and found this thread and apparently, i was suopposed to turn off the cooling and turn on converter 2.

but here's the thing. when i went to turn on converter 1, it said it needed the cooling to be turned on, so i then tried to infer from that and assumed that converter 2 also needed cooling and then when that didn't work, i decided that i must need to fix the fusebox somehow.

i don't really understand the solution.
why is converter 2 able to be turned on without needing to be cooled?
why does only converter 1 need cooling?

it seems like it was deliberately designed to trip people up and get them with a "gotcha"

Yeah, I had the same issue... assumed converter 2 would require cooling as well so I skipped that step and kept trying to find another solution. Wandered all around the level, explored the second level and the vents over and over before finally giving up and finding this thread. Glad I'm not the only one, haha.

Whoever designed it so converter 1 requires cooling to activate but converter 2 doesn't needs to be smacked in the face
