Does the Deluxe Edition include all Characters?

I am a bit confused on what you get. It looks like all the DLC but does that include all the characters? I know this game became like DoA where u buy the characters.

Deluxe doesn't include Tifa, Zenos and Gabranth, you gotta buy them separately.
