DLC not working on my game

I bought the version where it's supposed to unlock all of the dlc and characters and all of that, and the characters are saying that I don't have them downloaded or unlocked, what is going on, will supply with screenshots if needed

As mentioned in my FAQ Steam guide, at least 4 characters are NOT included in the Deluxe Edition.

ok, I might be exaggerating....but what does "at least" mean? could it be any number OVER 4? or is it exactly 4?

I believe it's exactly 4 characters.
