I do have an i7-5700k paired up with a set of RTX2080s. So I know it isn't me not having the horsepower to play the game.
It's possible, it's a console port and judging by all the other bugs - not a very clean one.
This is what I mean, they do look like they're at 720p just stretched to 1080p. Although I have noticed that sometimes during the cutscenes it does look fantastic. So I suspect that there's a hyper aggressive Dynamic Resolution Scaling system at play that tries its damndest to maintain 60FPS. So it just makes it easy on itself and renders at the lowest possible level.
