Low internal resolution
So is this game's internal resolution that bad? Everything looks choppy and heavily aliased like I'm playing at below 720p, even though I have the resolution set to max and all the graphics settings set to max (With the Sharpness turned on). But the game looks horrible regardless.

...This game looks horrible? Are you playing on a potato? It looks fantastic on mine.

No, my computer specs are overkill for this game. It's that I also own the PS4 version, and that version seems to look leagues better than the PC one. I'm thinking that there could be something wrong with the internal resolution of the game. Because no matter the settings I put, I get equal performance of 60 FPS, but even at 1080p the game still looks like its being rendered at a far lower resolution than what it's set to.
I do have an i7-5700k paired up with a set of RTX2080s. So I know it isn't me not having the horsepower to play the game.

It's possible, it's a console port and judging by all the other bugs - not a very clean one.

Internal resolution looks like 720p upscaled

This is what I mean, they do look like they're at 720p just stretched to 1080p. Although I have noticed that sometimes during the cutscenes it does look fantastic. So I suspect that there's a hyper aggressive Dynamic Resolution Scaling system at play that tries its damndest to maintain 60FPS. So it just makes it easy on itself and renders at the lowest possible level.
