finish ophelias story and purchase it in town.
from the guide the elderly women shall drop it.

I've completed everything and simply trying to get an extra battle-tested staff for my mage
Now it's 400kills 0 drop.. Dunno if it's bugged in my case or I'm simply having the worst rng

It's not your fault. Super low drop rates.

Be sure to use Olberics Last Stand build when he's at 1hp, it'll take you less time to kill inbetween entering and exiting Clearbrook.
