Forest of Purgation at higher levels will be best.
I suggest you actually read the OP's post.
Using a Sorcerer answers that question. They are the best way to clear mobs as fast as possible in this game. Using Steal SP from Thief can make them very sustainable.
Once you get high enough, Forest of Purgation would be your end-game spot. He also asked these questions a few days ago, which should make this information more relevant. As he should have levelled a bit since then.

To defeat the Sorcerer Dreisang at lower levels. Break him quickly with Thousand Spears before he can use Divine Majesty. Have your Dancer and Clerics eat 2 BP poms and then use Sealticge's Seduction and Aelfric's Auspices on the second Cleric. You can also use Leghold Trap to move him to end of turn order.
Then cast Max BP Reflective Veil on your entire party and laugh.
They asked that for chapter 1 areas. You're pretty insane to recommend what you are. How do you suggest they even get there without the knowledge of how to get there safely (which is STILL very tricky and relies on RNG)?

You have to look at what skills you can unlock and choose which ones will help. You can use Evasive Maneuvers to lower the encounter rate, Percipience to stop surprise attacks, Evil Ward to help run from battles and Heighten Senses to attack first in combat. You're not really restricted that much.
H’aanit starts the game below Victor's Hallow. It's between Duskbarrow and Victor's Hallow. You may need to run from like 2 encounters. Using the abilities above you will get there no problem and just save scum when RNG doesn't help you at first chance. Just focus on getting from one save point to the next.
Encounters reset upon save & quitting to the menu, so you can reach a lot of towns that way with either one or zero encounters if you have evasive maneuvers equipped (only need 130 JP for scholar to get it), and the first encounter on each area is usually fixed to be the same layout of enemies.
