Leveling helps a bit but it's probably the least effective way to power-spike yourself enough to move forward. Subjobs (for more break options, passives, etc) and gear are going to make a much bigger difference and both of them are relatively easy to improve at your level.
Usually at that point in the game, I throw on the Scholar's "Evasive Maneuvers" ability (to avoid encounters) and the Cleric's "Evil Ward" (not required but lets you more easily run from the encounters you do get stuck with) and start opening up the map. The EM ability almost always gives you enough leeway to run from one save point to the next without getting caught in a fight so with a little effort, you can grab all of the subjob shrines and explore many high-end zones that have chests full of high-end equipment lying around all over the place.
The shops and NPC's in later towns also have plenty of excellent equipment worth buying/stealing so once you've spent some time exploring for upgrades, getting back on track with the story should be much easier.
So far it seems like every place is designed to be played through with a specific group, and there is a lot of level grinding to keep them up to speed.
I really think they should have had the first chapters of each character be just those characters alone, the way they made it, it's a leveling mess. The main character can't be removed from the party and all my other guys are anywhere from 3-13 levels behind. I'm getting bored out of my mind grinding experience, since you ALWAYS have to deal with combat mechanics even on trash mobs.
Well, again though, sitting around and grinding is mostly going to be a waste of time, especially in early zones. If you're not enjoying it, throw on the abilities I mentioned and go exploring.
Just as an example, if you can run to the city of Grandport in the east (and I've done this many times at your level so it definitely can be done), there's an NPC there who will sell you the Rune Glaive spear which has the second highest Elem. Attack value in the game. Throw that on a Scholar (Cyrus with the Merchant/Warrior subjob or Olberic/Tressa with a Scholar sub) and you'll be able to stomp most normal encounters in the second-tier areas in one attack. And that's just one item - there's a ton of useful equipment lying around all over the place.
With the exception of some very late-game prep for the last boss, there should be no point in the game where grinding (especially on low-level encounters that you can't dispatch in one hit) is the only way to progress. Finding the subjob shrines and higher-grade equipment is going to be an infinitely better use of your time.
