I usually start farming in Maw of the Ice Dragon (level 45 dungeon) at level 18.
Basically what you need to understand is that equipment in Octopath Traveler gives a lot more power than leveling up. Try to find ways to upgrade your gear and you'll be able to progress.
May want to try to get new chest, check the shop and check what you can Purchase/Steal on NPC's in town, some of them have valuable stuff.
With the correct setup , buffs/debuffs , job paths / active/ passive skills .
I got myself some cool axes , bows and stuff (Inferno Axe , Knowledge Staff etc) in high instances with
Cyrus - Evasive Maneuvers
Ophilia - Evil Ward
Dont forget to save on waypoints etc..
Gear , Nuts & smart fight choices
If you RLY want to deal dmg ofc you need the "Surpassing Power" on your dmg classes.
Damage is limited to 9.999 "only" without it . Seems ton for you maybe but there are bosses with 200.000+ HP
I think the caits in Maw of the Ice Dragon have stopped appearing for some reason.
I have some google spreasheet with the list of locations I have been tackling them, since I wanna explore anyway, but I'd like to give myself another boost.
This is the setup up I use when I start farming in Maw of the Ice Dragon at level 18, all stuff available early on and you can acquire all that without farming any money in Marsalim Catacomb if you know where the chests with money are. With this setup below you can kill anything in this dungeon on turn 1.

Before I go fight in Maw of the Ice Dragon, I go get 1500 JP in Tomb of Kings just to get Percipience support skill. In Tomb of Kings I give Speed to Tressa and Cyrus instead of Therion and H'aanit... So I give the Sprighty Necklace to Tressa and Cyrus, and give the Alluring Ribbon to Therion and H'aanit. With Cyrus I use the Dancer Job for Dark elemetal damage and Knowledge Staff (Everhold Tunnel) instead to give speed. With Therion I also use the Warrior Job instead with Forbidden Blade (Refuge Ruins), and I use the Forbidden Dagger (Forest of Purgation) instead of Viper Dagger to remove all the speed on him.
