No. Well...slightly? I personally found that some early areas did seem to "upgrade" enemies as I got stronger, but that might only be in the earliest areas because the player may not even have a full party yet. For the rest of the game, though, no, I don't think there's any scaling. Leveling itself doesn't do a ton for you though; this is not one of those games where 5 levels makes the difference between getting wiped and pwning the boss.
