Explore. You should find the shrines that allow you to pick a subclass near the various chapter 2 cities--this is hugely beneficial. You can also steal a ton of stuff with Therion that is either useful, or can be sold to buy something useful. You are also free, if you're a little bit lucky, to go to the most outer cities on the map; it's a bit tricky to get there, but with Evasive Maneuvers you can, and then you can buy/steal/find some great stuff. Or grind, of course; nothing wrong with some grinding in an old-school style JRPG.

perhaps you forget to break the enemies? hit the enemies weaknesses and you can handle the bosses and enemies.

It might help to have one character act as pure utility to power the others up to hit real hard after finding their weaknesses with Cyrus. Cyrus is too good and mandatory if you are struggling. Once Cyrus is done finding them, unload on the bosses after peacock dance after breaking them.

Can someone tell where to get those second jobs? I cant find a dungeon? I just beat Therion Act 2 with 22/19/19/19 and it was reaaaaaaaaaally hard, way to hard.

Yeah, get the rest of the secondary jobs before trying to push yourself.

Don't try the elite classes yet though you would get creamed

Does enemies scale as you level up?

No. Well...slightly? I personally found that some early areas did seem to "upgrade" enemies as I got stronger, but that might only be in the earliest areas because the player may not even have a full party yet. For the rest of the game, though, no, I don't think there's any scaling. Leveling itself doesn't do a ton for you though; this is not one of those games where 5 levels makes the difference between getting wiped and pwning the boss.
