You can observe battles in the Army General campaigns by selecting your Battlegroups to be led by an AI commander (I believe - the last time I tried this was in Beta, so things may have changed).
You can "trick" the game into letting you observe a Skirmish battle by placing an AI teammate on your team versus an enemy AI opponent (or enemy team) and simply not take any actions, watching the AI succeed or fail on its own accord.
You can spectate games you have previously played by going into your "Profile" menu in-game and clicking on "Replay".
You *cannot* spectate other people's multiplayer games as they are taking place; you must either be an active player in an MP game, or watch the replay after the game has concluded.
So, devs, please either change your AI logic (let AI on human player side can spawn and set units on everywhere, but don't reserve some spawn positions for human players), or , just add a dedicated "Spectator" mode into the game !
