I just figured it out. You have to pull the trigger on controller while touching the button.
Seems redundant. They should not have made it click by touching the button, only when pulling the trigger.
Wasted too much time on a stupid problem!
I tried all the available answers online. Quite simply the game save is bugged and you NEED TO START A NEW GAME.
This corrected my problem right away. I tried using my CV1 instead of my Quest 2 to see if that was the problem, but even that didnt work. If you encouter the bug where you cannot move the Skiff you just need to start the game over again on a new save, and my second time through it worked like a charm.
