Something which makes their quest be gone forever.
That is...quite possibly..the worst design mechanic I have ever seen implemented in a single-player campaign in 35 years of gaming. It's even more absurd than a lack of physical crouching in a VR title.
Also, it does have physical crouching. They added it recently, check the pinned topic on the update.
The code to the safe will drop in that map in the house on future visits if you can’t complete the side quest. You won’t lose the chance for the items in the safe,
In a way I understand why that is. The only time side quests fail is as soon as you talk to the NPC who gives you the quest.
You know you only have 15 minutes. Are you willing to commit to a quest for that time instead of scavenging? Because if you aren't you can just spend the day looting. Go back home, craft and restock then try it the next day.
From what I can tell, no NPC goes away if you don't talk to them. It still is a little finnicky that way but once I figured it out. It helped me manage my time each day easier.
