Cement Road - an upgrade to Paved?

So why not have a third level of rad, made out of Concrete, that further increases the range of everything, and makes everything move faster? Paved Road comes online quite fast, and then there is nothing else to upgrade to. Maybe have this new road available at Engineers (since you need them to make concrete in the first place)?

Both sound like a grand plan. :)
Maybe not make them faster necessarily but perhaps give it a bonus? A truck/cart that unloads that had the full trip on asphalt gets a unloading/loading speed bonus?

Personally I feel going from dirt to paved roads deserved some sort of attraction bonus even if it was just a one time hit based on percentage of dirt to paved.
