No, it's not.
I think this will speed up building tremendously.
I generally enjoy carefully pondering my move and plan buildings in my own time. The rushed feeling that a regular RTS gives is not for me. An RTS with an active pause is still very enjoyable, like Stellaris has.
it is the same in all the anno games i have. slomo for building and p for bathroom.
I felt the same way, but after playing you really don't need an active pause, the game is very slow paced and forgiving. There is a slow-mo option which feels like enough. There's plenty of difficulty options too to slow the pace down even more if you want.
It actually flows quite well without a pause.
In other similiar games i'll run on fastest speed, pause, fastest speed, pause. but here it's quite nice to just let it run on normal speed and still have time to do things.
