Report a translation problem
Often times it's best to have split tracks as much as possible, rather than a single track in a loop. So you'd have a track from the Oil Harbor heading toward one Power Plant, and a track from the Oil Harbor heading to a second plant, etc.
As it is right now, the game is probably dedicating one train on one track to deliver oil to both power plants, rather than sending out two.
The pic below illustrates how I like to branch out my tracks. This works for whatever purpose, in this case it's gathering oil rather than distributing, but the principle is the same.

Some players put a double tracks but the better system was to put a trade union with : magnetist (uncommun), Leading Electrical Ingeneer (rare ) and Former Pyrhorien whizz (epic) alls found at the Jail...
The uncommun must be bought a lot at the beginning , the epic may be sold too by Ann Harlow and the epic only by Eli...
Of course , you may knew the tips to make a lot of money ^^
You will see quickly the difference : Less oil petrol to works, at 100%, no fire , no explosion and finally workforce needed - 80% ^^
