8700k, 2080ti SLI, 32GB Ram.
I tired with and without SLI, as I dont expect anything from multi GPU in games. It makes no difference.
If it would be intentional, then everyone would have the issue. I can run the game just fine even without going in Steam offline mode. The game also runs as I would expect from my laptop (970M). I get about 40-50 fps on high settings 1080p. When I lower water quality and post processing to medium I get close to 60fps. But obviously there are performance issues, especially some of the higher end hardware doesn't seem to perform as good as they should. Also OP doesn't have the Steam version and still has performance issues, so it's not just Steam users.

To this day it still crashes with a memory leak that they never fixed.
There is a unofficial patch for it that players had to make just to fix it years later.
Expect the same from Anno 1800.
