Are we supposed to know who this guy is?

His mask looks like the one used by the police officer that rescues you during the festival case, but other than that I'm drawing a blank.

Its my impression that its the same guy. In the forest tapes case, if you peek inside without the can of acid a suited man rescues you and says something like "You have a greater purpose".

I assume him and the girl are the people trying to resurrect the Old God and he has an interest in stopping other cults from resurrecting *their* Old God.

Hence his line "The rules have changed, sorry kiddo", as in, "Hey I'm not helping you anymore now that you're in the lighthouse about to ruin my plan, so die"

Yeah, I kind of assumed he was the cop from the festival case and he'd gone crazy.

Which makes me think of Coldsteel the Hedgeheg, which is enough of a backstory for me.

Yeah, that's probably it. That was my thought when I first saw this guy in game.

I distintively remember seeing an NES game(or should I say Famicom game) that features this Takeshi guy, called Takeshi's Challenge, and this one custom map on Warcraft 3 called Takeshi's Castle.

I assume he's either a leftover from a scrapped character or a reference to something

He's a pretty well known Japanese actor, and this sort of character is emblematic of his acting style. It's pretty much the same character he played in Battle Royal.
