I assume him and the girl are the people trying to resurrect the Old God and he has an interest in stopping other cults from resurrecting *their* Old God.
Hence his line "The rules have changed, sorry kiddo", as in, "Hey I'm not helping you anymore now that you're in the lighthouse about to ruin my plan, so die"
Which makes me think of Coldsteel the Hedgeheg, which is enough of a backstory for me.

I distintively remember seeing an NES game(or should I say Famicom game) that features this Takeshi guy, called Takeshi's Challenge, and this one custom map on Warcraft 3 called Takeshi's Castle.
He's a pretty well known Japanese actor, and this sort of character is emblematic of his acting style. It's pretty much the same character he played in Battle Royal.
