I believe you have the answer already but here we are - If you launch the game from within Steam, you should be brought to a home screen which allows you to select the game you want.

BUMPING. It's worth noting for those that are/were confused, or missed it as I did. The desktop icon DOES NOT give you said option to choose between the games. ONLY by going to your Steam library and clicking play on Assassin's Creed III Remastered are you giving an option to choose if you would like to play that, or Liberation. Hopefully those who don't usually open the game from the Steam library (like myself) see this and are able to find it more easily then I did!
Just to confirm, Cy83RN1Nj4 is indeed correct.
Please open the Steam Client and attempt to launch Assassin's Creed III: Remaster.
When doing so a small window will pop up asking if you want to launch the core game, or Assassin's Creed: Liberation.
I'm afraid you're unable to do this via a desktop icon or the .exe directly.

Ubisoft didn't do anything about it. I broke my head while looking for how to start Liberation. And many do not even know that it comes with AC3 remaster, because they launch the shortcut on the desktop (like me).

Desktop shortcuts, Steam tray menu, Steam taskbar menu - they all start AC3: R without selection.
Also I said that this is an old Steam's limitation - inability to run non-primary launch option in any other way.
The game needs to be launched from the Steam launchers play button, because of the games being bought as a package as part of a bundle.
