For instance if you just load the game up, idle it and have the Task Manager open does it start to increase immediately?

I would like to add another experience about this thread. First, here is my config :
GTX980Ti 6Gb
Ryzen 7 3700X
2x16Gb 3200Mhz

I experienced some memory leak when i play more than 2hours (yesterday i played almost 250minutes). My RAM were fill up to 17Gb (total) and all my gpu's memory was used.
It didn't impact the framerate nor began to uses the swap file (thanks to the 32Gb), but sounds triggered when approaching (like water) was sounds weird and in a high volume (instead of raising progressively as approaching).
When first launch, the game takes no more than 10Gb for information. graphic memory is about 4Gb and go up to the maximum. I did not replayed any memory during this session. I do some fast travels but i like to walk and ride my horse to reach some missions or hunt animals.
I play with borderless fullscreen option, and sometimes alt+tab. Memory leak might comes from this action or not, i cannot guarantee it for sure.
I hope this comment will be useful as i see an ubisoft developper here, despite this thread ages a little.

Alt Tabbing between our games, launcher and another program can cause various issues whilst the system tries to keep up with the players commands.
Do you often use any other software in the background whilst playing your game? I would recommend checking this through Windows Task Manager and selecting the 'start up' tab to see what programs are running in the background, then right click on any non-Microsoft software and disable them.
Next, try restart your computer and launch the game without any background processes running to see how the game performs?
If no improvements are made from the above troubleshooting try pressing the Windows Key and type the words 'Resource Monitor' and run this program. This should give you a more in depth look then Task Manager at what programs are causing memory leak and is it happens to be games .exe file.
Other than that, I would always make sure your computers Windows OS and GPU drivers are up to date as this can often contribute to memory leakage too. The current latest Windows update at the moment is Update 2009 (20H2) build number 19042 I believe.
