I hear what you are asking ,but I doubt you will get it unless modders put their hands on it. The game was never intended to be single player experience and devs are at the stage of trying to keep the game alive rather than spend the time to develop what was not intended in the first place. As for a solution, select a private server that has virtually no people besides creating one yourself and enjoy solo experience.
