Normally, to pack a walker you need to build a walker packer. (The much later Panda Walker probably has that function built in, I am no where near getting one and finding out.) The first packer you're likely to get is the small base walker packer, which can't be built on walkers but can be built on bases that pack into walkers.
Bonus note: Balangs are not the only walkers you can get that pack bases. A Dinghy or larger walker can pack an entire small base as well, not just a single machine! However, they can only pack bases that use lighter wall types, so they're dangerously vulnerable if you unpack them and leave them out (at least without very expensive top-tech wall types). It can still be useful though.
But you can move pretty much everything else. Like campfire for example, walk up to your maintenance chest, press F on it, menu comes up to pack an item, while the menu is open (you can still open doors while it's open) you have to walk up to the item you are trying to move and pack it, then you can unpack it in another location. Note: it will retain whatever items were in it, like campfire if you had stuff in it it will stay, it's not creating new item, it's just moving it. Alternatively you can leave it packed for storage (maintenance chest has 1 slot). Same thing with walkers that have storage slots, so you can use a walker nearby to pack things into it and place in other spots (spiders are good for this as they have 3 pack slots). The painful part is actually doing all of this while not closing the menu.... takes some practice climbing and stuff without being able to use grapple while pack menu is open.
If you don't have maintenance chest with materials for maintenance on a base, it will decay. Though balang/silur bases only decay or use up maintenance materials when deployed in base form, so perfectly fine to keep them in walker form forever as they don't decay or use materials while in those forms.
Yes, if wooden base is packed inside a walker it doesn't use up maintenance materials while packed. Until you unpack it on the ground again, and only for the time it was unpacked.
