How to enable cheats??

Ive seen countless videos on ways its been done but ive tried them all from the kill server commands to attempting to edit target {which you cant do anymore} from all sorts of different ideas. Is there an actual way that works nowadays or has the game been altered in such a way that its not allowed anymore?

I haven't been able to figure it out either other than loading up a map through the "/spdevmap" command. When you do that, you're able to use cheats. For example, "/spdevmap escape1" would load up the first level, and you'll then be able to type in "/god" for godmode, "/notarget" for invisibility, etc.

Right click on RTCW in the game library > Properties > General > +set sv_cheats 1 in the launch options box.

If you already have a save file, load it and you can cheat.
If you started a new game, then save, close the game, open the game and load that save so you can cheat (for some reason, starting a new game and cheating in that session will always cause the console to say "Cheats are not enabled on this server")
