No. It seems you've missed all the fuss about the DX12 beta release and the rollout of a huge update end of 2022. Sadly, there still is no changelog or patch notes. And that although another update introduced a Steam games library based chooser to toggle between DX11 and DX12 when starting the game, the major update is questionable for various reasons.
Perhaps do some more searching. Plenty of topics about it.
Only PB could answer that. Outside observers & players can only speculate endlessly and judge about bits of info posted by THQ's representatives here in the forum or on discord/whatever. It's not even clear who has been responsible for the major update for DX12.
I recommend to wait until this game will cost around 10€ on sale. Paying more is not worth it.
Yes, it becomes obvious that you've missed all about the DX12 stuff, the public beta, the months with no updates to the beta, the rollout of the huge DX12+DX11 update with no patch notes, the many topics about it, and and and.
Forum users cannot do anything about that. It's the job of the publisher THQ, and the developer company Piranha Bytes is part of THQ since 2019.
The reason I've mentioned the DX12 stuff is in case you're interested in the game in the slightest. If you're not interested, I can't help it.
No such issues at all with the original DX11 release and the four initial patches. On the other hand, the DX12 beta has had rendering issues here - most noticably the walls of concrete of the glass domes disappearing depending on viewing angle. However, I've not replayed ELEX II yet since the DX12/DX11 major update thing. I still would like detailed patch notes.
The only way, for me, is launch the game from Steam clinet and DX11 version. A save showing the bright night problem won't show the problem with the game launch in that way, at least for me.

If I still have the bug I come back soon with a snapshot, if not it's some graphic driver updates changed conditions to trigger the bug or eventually removed it with DX12.
