Report a translation problem
#1 You have to actually install the retrorockets -> a lot of people forget this but apparently you didn't
#2 The fall they save you from must be an otherwise lethal fall -> seems like you have that covered as well
#3 You need to have at least some fuel left in your jetpack to ignite the retrorockets with -> by elimination, I guess this is your problem?
It's like the ability to increase your total fuel capacity: you have to 'buy' the ability to increase your rocket fuel capacity but after that you just need to 'install' all rocket fuel you find (up to a max of 50) by using the workbench but this does not require LP each time, only the initial purchase of the ability does.
True. I think retrorockets saved me one time when I wasn't paying attention. Let's say two times to be on the safe side.
