Report a translation problem
My issue with that page is that it doesn't list elemental damage, which is important. It also doesn't list weapon type (I.e. two-handed maces/hammers being far, far worst than two-handed axes when it comes to moveset and overall use).
Although one could make a guess at that. I assume the Enhanced Crusher is a mace/hammer type weapon, yeah?
Enhanced Warlord Sword is exclusive to Berserkers, right? Enhanced Bloodsplatterer being the Morkon equivalent, I think.
I'm not sure that's even possible. I only know one person who has a damaged warlord sword, and I'm assuming that's who you took it from (The warlord near Rat).
I think NPCs might have RNG weapons like in Elex 1.
For most NPCs weapons generate first time you visit location. But I've seen at least 1 NPC who get his loot at the moment you pickpocketing him first time (and it was berserker mage without any weapons)
Surely there must be a way to get the Bloodsplatterer if you're part of the Morkons, right? That wouldn't make any sense. And the Crusher is presumably a two-handed hammer, so it's not that valuable.

Just in case anyone is wondering, factions seem to have an arms dealer and a scrap merchant/dealer. An arms dealer will have undamaged weapons. A scrap merchant will have damaged weapons. What they sell is based on the player's faction rank.
The difference between the two is that the arms dealer will not restock their undamaged weapons. A scrap merchant will restock their damaged weapons. If I recall correctly, in most cases, 3 damaged weapons cost more for the player than 1 undamaged weapon.
In the case of getting an Enhanced Bloodsplatterer for the Morkons, there's a requirement the player should know. This weapon will not be sold unless the player reaches the highest Morkon rank [Destroyer] (Meaning they can't join the Outlaws).
Once the player reaches the rank of Destroyer, if I recall correctly the arms dealer will sell an undamaged Bloodsplatterer and the scrap merchant will sell several damaged ones that restock (1 or 2, I forget).
Depending on how many damaged Bloodsplatterers the player has, they can selectively purchase from the arms dealer and the scrap merchant to attain the needed items to craft an Enhanced Bloodsplatterer.
The price of doing this is really, really absurd. Something to keep in mind, especially given that Piranha Bytes have not fixed the Haggle skill bug yet.
I'd also like to say that I was wrong regarding hammers. The Enhanced Crusher is actually a really good weapon, I just underestimated certain moves in the two-handed hammer moveset.
