Because that's too much RNG for build planning.
At best, you may change stuff, if you have a lucky drop with affixes.
To create a Legendary Item, you need a Unique Item with Legendary Potential and an Exalted item of the same type with 4 unsealed affixes.
It takes time to forge a legend into the record books. So, you’ll have to employ a new mechanic in our Temporal Sanctum dungeon to create a Legendary Item.
At the end of the dungeon, you will be rewarded with the ability to access the Eternity Cache in 2 different eras. You place your two items into the cache in the past and when you return to it in the future you will be greeted with your new Legendary item. Legendary Potential determines how many affixes will be extracted and transferred from the Exalted item into your Unique - making it Legendary.
What happens if the game crashes halfway through the map after you add this thing?

First you have to get the unique to drop
then it has to roll high rolls on its affixes
then you have to hope it rolls high legendary potential
then you need to get a same slot exalted
then hope it has four good affixes
then hope those affixes rolled high
then hope you roll well while crafting higher tiers
and then finally you have to pray that the correct affixes transfer over to the legendary.
I know this genre is all about RNG and the loot grind, but I feel like it's ok to have some things be deterministic occasionally, especially for something this big.
EDIT: also I feel like item bases should come into play, don't really have any good suggestions about how though.

For the first part (about uniques):
rune of ascendance
For the second part (about exalted):
Rune of discovery => Glyph of chaos => Glyph of order.
For the "And then finally" part:
It depends of the first part and your "high legendary potential". If you farm to have the high legendary potential, this last part won't be a problem, 4 affixes will be copied. If you don't farm for the 'high legendary potential", so yes, it will be rng for the last part. The problem is exclusive.
Of course, there will be some farm and rng, it's an H&S. And we're talking about end game stuff here.
Edit: It probably means that each time we complete a dungeon, a random unique and a random exalted is dropping. To be added to the others solutions.
For me, one of the things the genre still has to find an answer for is: why does this upgrade matter? If it's just a couple percent better than what I had, it doesn't. And if it doesn't, then it's just not that interesting. I'll do it a couple of times, but I won't do it forever.
Then why play? The whole point is to 1. Give you more control over the stats of a Legendary and 2. Evolve the Crafting effort you put in to the next level. Its an End-Game item, a 'Legendary'; doesnt that word evoke some meaning of "exceptional beyond all measure" to you? Not just gonna find one of them lying on the shelf. But, instead of them telling you what stats you'll get, you actually have a lot of deterministic control, as others have said, via runes and crafting. If you dont want to keep using the mechanic, Dont. It most likely wont be *necessary* to have Primo-tuned gear to do end-game content, but having passable Legendaries will prob be a thing.
