Cycle 1 starts with 1.0 and will put all pre-existing saves in the Legacy server. The Cycle server will have nothing on it so you can (but are not forced to) start fresh.
The big difference with Diablo's seasons or PoE's leagues is that all the content of the cycle is also in the Legacy server. There is no difference between the two in terms of content.
The only difference is that Cycle has leaderboards for the current cycle whereas Legacy doesn't have any leaderboards. And at the end of each cycle all of your cycle chararacter/stash etc. is automatically sent to the Legacy server.
So it's like the seasons/leagues of other games but you can play forever on the Legacy server if you prefer to keep your old characters. Or you can start fresh each Cycle to see the new content.
Also each Cycle is meant to bring new content without being recycled out contrary to leagues/seasons. Cycle 1 basically brings all of 1.0 content. Cycles 2 and 3 are meant to add more content to endgame. Beyond that I don't think we know what will be for Cycles 4 onwards.
And cycles should last 3 to 4 months.
