Problem with shattered road activation
i'm playing with an old character and it seems the missions for gain access to the shattered road don't start.
is this an issue of the game?

I had the same issue with a old character. You need to finish one of the NORMAL level 90 timelines and kill the boss + harbinger at the end. Then just go to the middle and you should be able to enter the shattered road
