Is skull crusher glitched? (Werebear build)

It's meant to apply all of the skill tree buffs from Fury leap to Maul but I don't seem to be getting the buff from Frenzied Onslaught

Yes I am experiencing the same. Many of Fury Leap's buffs don't effect Maul.
