And I got a 4gig graphics card (about 3 years old) and I can play FO76 with 60 fps and everything on medium.
Is what i noticed in this past 3 weeks playing the game.
Oh yea and i play on Low/medium settings with 60fps cap.
This is insane, some maps i have stable 60 fps with 0 fps, but in some maps i hear my CPU fan go to 100 % after few seconds soon as i enter Monolith.
They should disable that kind of maps if u ask me, untill they can fix fps drops.
This game had this kind of pattern since start. Some old CPUs are performing way better then other newer CPUs or older CPUs.
Maybe it has something to do with CPU core count, clock speed or who knows what.
I am literally, no sh**ing here lol...thinking about buying a "barebones" kit from a certain online retailer just to play last epoch lmao.
I wish I was kidding lol.
Fix your fan curve, 100 C is the tempt limit for intel CPUs. They won't overheat, they will start to throttle themselves to maintain temps under 100 C.
Don't let ANY game run unlimited FPS or you will fry eggs in menus
Either VSYNC it or limit the FPS in options

Yes I know its an older cpu and yours will be pulling a lot more watts under load, but I just ran a few moons on ultra and the cpu hit a max 49,3 C on the package, 47,9 C Cores (Max) with my highest core 53.0 C max watts 87,97 max Volts 1,100 mine is under voltred mine and have it running stable 4,1mhz. Max utilisation 75,9%
Also on air cooling. just thought id give it a test to see the difference between the cpu's.
I mean how do you define good cooling, air is more than enough with good air flow in your case, hey water cooling looks the dogs balls and I wish I had the cash for a custom loop, but I5 even a K should be OK with air. Please tell us your not still running with the stock intel cooler....
also i hope you have a decent cpu cooler, because it's still rather hot as is with all intel cpus.

I had issues with 60 fps -> 30 fps -> 60 fps all day in combat + microstutters in combat
It was so frustrating so i've been trying to find ways to fix it
I followed this short guide that shows visually the differences between each level in each graphic setting:

Changed all the in-game settings, it just changed the 60 -> 24 -> 60 or 60 -> 40-> 60 etc
So it sort of helped but didn't fix the stutters

It's about disabling the GameBarPresenceWriter file that Windows tries to activate for Xbox LIve games, but it works on all games you play and can cause stuttering
So i followed that guide and disabled/renamed it etc
i also emptied out the cache as shown here (without doing the permissions, so whatever it deleted great, whatever it left behind, don't care)

I changed from VSYNC ON to VYSYNC OFF BUT Limited the FPS to 60 in the settings
I also followed this guide in the steam forum guides :

Setting the game's priority to High and unchecking CPU 0 (unchecking made things worse, so i put it back on to have all cores)
At this point the 'stutters' had stopped, but the fps drops were present (60-30-60 fps stuff when fighting)
But things were still a bit weird so i just turned graphic settings individually to very low (except textures and graphic settings itself, all the shadows/lighting i put to off if it had an off or very low)
This actually bumped my fps to not do the 60->40 - > 60 anymore and it just stayed at 59-60 in the Monolith
So i think i've fixed it in all of the above
I think its the gamebar + in-game shadow/light settings that are the cause of the stutters/fps drops if i had to pick and choose stuff from the above
Hope some of that helps if you were frustrated like i was with the microstutters and fps drops when your machine should naturally handle similar games with 0 problems
That actually says more about your PC's cooling than the game.
If you are depending on just air to keep things cool any pet hair / dust that is blocking the fans will cripple your airflow fast
