If you need only straight damage or health, then that's better, but INT is a very good diverse stat to give.
For what it's worth, I'd go with Int if the value is relatively close, if only to keep from having a horde that won't die but can't kill anything quickly or a 'wall' of glass cannons. Ideally everything that can would have Int as a prefix, with a mix of minion damage and minion health (unless your going full DoT minion setup) to suit your taste.
