does the level of the item gear matters?

hi guys so if i have a weapon that is level 10 but has good stats and another weapon that is level 70 but bad stats which one is better ?

It indicates the level you need to be to be able to equip that item, it has no other effect. Only item stats matter otherwise.

my end game build is using two level 14 uniques i got during leveling. (Phantom Grips)

make sure to check out the items 'intrinsic' values. i.e. their white item stats. Level 7 items might have 20 melle damage with +60 damage bonus. Level 67 itme might have 100 base damage with +30 flat damge bonus.
