Alt level - empowered monoliths question

Curious what people are realistically running empowered monoliths when they are starting an alt.

I know with this season alts need to do just one level 90 timeline (provided one character on the account did the three to unlock empowered in the first place) .

Im on an alt now (off meta tempest strike shaman proc-based) evel 63 and Im struggling.
I flew through the campaign faster than on the void knight build. Now, even in level 75 normal monos.. Had to drop down to 70 and mobs still take a few hits. Which is interesting because there are times with my build that Im bursting down a boss so fast I rip through their blue shield in a second and the encounter is done in about 20 seconds total.

I feel like Im going to have to sit in normal monos until I've gotten some gear (exalted and one or two legendary) from normal Monos and hit level 70+ before I consider the 90 timeline to jump to empowered.

Thoughts?
