Armor Shred vs Elemental Penetration

Is it better for more damage to either focus on Armor Shred or Elemental Penetration.

Running Fire skill, so not sure which should I go for?

Depends on your damage type a bit, if you are going for damage over time, then armor shred is useless since it only increases damage taken from hits:

Resistance shred (and elemental penetration) work for hits and DoTs.
