What helped for me is cap the frames at 60. Then every time I launch the game for the first time, go to Settings > Graphics > switch from fullscreen to windowed-fullscreen, then back to fullscreen again.
My GPU (rtx 3080) temperature go from 75C down to 55-60.
On old pc with a 2060 rtx it was also ♥♥♥♥♥, high temps and fans.
Normally fans start spinning faster to keep gpu cool, mine dont even turn on until 40c afaik. But on old 2060 it was constantly going up and down aswell.
If you have a CPU heatsink and fan, I'd say set that up on its own CPU curve. If you are controlling an AIO with the program, set the fans to their own CPU curve. You generally want the pump always running (and they're usually not designed to run at different speeds, but you may want to look into what you have), so set that on its own to just run at 100%.
I run a 7900XTX generally at 4k and 144fps (my monitor's cap). The tower is damn near silent when not gaming and typically runs around 35 degrees across the board. The GPU typically runs 50-60 degrees when gaming. Might be a little higher on a hot day, but not much (like 63). Had virtually the same setup on my old build running a 1080Ti with basically the same temp results.
