my gpu fans ramp up and down while playing
anyone have any idea why? rtx 3060 ti running at a steady 100fps no issues or drops but bursts of fan speedsive had this happen in new world before and this is the second game to do it , i have fan control app and tried doing a slight curve up but not sure if thats right

I don't think it's your setup, this game itself has awful optimization.

My GPU (rtx 3080) temperature go from 75C down to 55-60.
My new pc 5070 ti is like 50c average across hours of playing, 165 fps cap because screen is 165 hz. My fans are barely spinning

On old pc with a 2060 rtx it was also ♥♥♥♥♥, high temps and fans.

Normally fans start spinning faster to keep gpu cool, mine dont even turn on until 40c afaik. But on old 2060 it was constantly going up and down aswell.

7800xt here, mine is on 1440 ultra. I capped at 90 with headroom , stays around 60c or lower. Seems a little better this season for me. But not much
Why would your fan profile be the fault of a game?
Are you using Fan Control by Rémi Mercier? If so, feel free to PM me and I'm happy to help you try to get a decent setup. But what I do is set up separate curves for the GPU, CPU, and case. Then I have a mix that takes the CPU and GPU and uses the max temp of either and another that averages that mix with the case temp (a master mix). Rear exhaust and front bottom intake are set to that master mix, top front intake is set to the CPU/GPU mix and the GPU fans are set to just the GPU temp. The CPU and GPU curves are just a linear "curve" from 40 to 80 degrees and 20-100%. The case is set to a more exponential curve from 30 to 60 degrees and from 0-100%. My AIO is controlled Elseweyr (I can't help myself).

If you have a CPU heatsink and fan, I'd say set that up on its own CPU curve. If you are controlling an AIO with the program, set the fans to their own CPU curve. You generally want the pump always running (and they're usually not designed to run at different speeds, but you may want to look into what you have), so set that on its own to just run at 100%.

I run a 7900XTX generally at 4k and 144fps (my monitor's cap). The tower is damn near silent when not gaming and typically runs around 35 degrees across the board. The GPU typically runs 50-60 degrees when gaming. Might be a little higher on a hot day, but not much (like 63). Had virtually the same setup on my old build running a 1080Ti with basically the same temp results.

I always find it hilarious when people sitting on low-tier budget models of a series is complaining about their card not performing good.
Today I had issue with my 3080 my GPU fans and the temp didnt chance at all, testing with MSI, the problem was the last driver updated by nvidia, if you did the update today do a rollback, that solved my problem.
