Is it better than PoE's gear appearance change, where it's not just scrap metal your character wears for literally every piece of armor you pickup?

Yes, ingame armor is actually better then most MTX pre S2 (S2 packs armor sets looks nice tbh). And yes, appearance is gradually getting better with levels. The only kinda weak point is rogue, her armor is kinda meh at any level, but it's quite subjective.
PoE2 bad and everything but... you definitely look pretty awesome in all the different kinds of gears available. You do not, objectively, "basically look just as bad as when you first created your character".
GTFO with that exaggerated BS. But PoE2 bad.
