When the new patch drops, will the harbinger mechanic stay in the game or is it being removed?

EHG said all the stuff they add is evergreen. you dont even need to play cycles to do the new stuff, you can just continue with a legacy character if you want. the cycles(seasonal) is just if you wanna do an economy reset/char reset

Every update until 1.4 is and will be purely core content. Harbinger is part of that.
Seasonal exclusive content has yet to be confirmed.
