The developers are pretty hesitant to add what you describe, twin stick, believing that it would require restructuring the entire game due to its power, and the developer mike called twin stick a "deal breaker".
Wasd is coming to LE April 2nd.
Whether controller gets the ability to aim separate from movement like wasd will. Is yet to be seen.
That's coming in April for season 2.
Wasd movement and twins stick are both terms used to describe the separation of movement and aiming.
Whether controller gets the ability to aim apart from movement is unknown.
Based on this.

It looks like controller won't be getting the ability to separate aiming from movement
WASD is not the same as twin stick. The bane of the LE forums squares and rectangles.
Maybe? I mean mike did call twin stick a deal breaker, and WASD is still in what beta? As always temper your expectations.
Edit: if you read what mike wrote it's not twin stick, not even remotely. It's "smart targeting"
