Is Rune of Refinement bugged?

I just used it on the same item twice and it had no affect other than increasing instability.

You're thinking of the Rune of Shaping, which rerolls all implicits on an item, but adds 2 instability.

Rune of Refinement: Rerolls the values for each affix but does not change their tiers. Each affix is rolled individually, so some may have better values than others. Adds 2 instability.

I've yet to have issue with the Rune of Refinement so I'm assuming you think it does something it does not. It rerolls the values of the affixes currently on the item within the ranges that those affixes allow. Use the [Ctrl] or [Alt] or [Ctrl] + [Alt] keys together to see the affix ranges. It's one of those buttons or button combinations.

It rerolls randomly across the range, including the values you're already sitting on. It does not necessarily have to change what is there. Sounds like you rolled and it landed on exactly what you had. It happens.

I don't think that's the case, it's also happened to me more than 6 times in a row. It can't be a coincidence. I believe it is bugged
