How do I move my characters from Legacy to Cycle?

Haven't played for a bit and saw this bit of a mess when I started the game up. This seems a bit more draconic than the old, "Legacy items might not be suitable for the current game version" warnings that items used to have, and I can't see how characters can really be made "legacy" since skill/stat balances should apply to all characters at all times, but sure.

So how do I prep my characters for "Cycle" and get them out of "Legacy" so I can finish the story with them? I'm playing offline if that helps any.

you can't move legacy characters to cycle, you have to make new characters for the cycle.
cycle characters go to legacy at the end of the cycle.
however, legacy and cycle have the same content, so you can sitll finish with your legacy characters and won't miss any content.
there isn't really a reason to play cycle in offline mode unless you want a fresh start without items and mats from your other characters, but you could as well play a solo self found character for that
