Cant play offline mode when server down?
what kind of offline mode is that?

Important is to boot the Game in 'full-offline' mode on Steam, not via ingame offline-button.
If you don't get the pop-up menu you need to rightclick (in steam library) on Last Epoch -> properties and than pick (via dropdown) menu full-offline. Or if for whatever reason you don't have that... put:

--offline

in the commandline / launchoption..
