Anyone Else not see tiers/ranges on items?

Typically "ALT" will show tier ranges on gear. After latest patch i'm missing this abiltiy. Can't find in settings either

I mean given you can apparently not see the numerous other posts discussing this either, it could be an issue with your eyes as well.

it seems they switched the alt with alt-ctrl function.
