Full offline allows you to modify your save however you want which is why you're not allowed to take that save file to online.

Mods depending on what they do. Can also be considered cheating when it comes to online.

It's a unity game, it basically has built in mod support. There's already a Nexus up for the game, though it only has a few mods so far and they are just reshades or cheat mods. If somebody decides to make any sort of content mod for the game it will probably take a while to make.
