Too much freedom to cross-class passives?
My friend plays paladin and he has 40 points in Forge Guard, because it works for his build.
Whole point of LE character building system is to allow you to build what you want and some classes have cross-class builds that'll work with some differences on both of them.
Absolutely nothing prohibits you from building only within your class.
Shaman is in a very weird place right now where none of the pieces (or only a few) seem to fit together.
The Paladin/Forge Guard spec is great, especially if you're going for tanky Frontliner. But it would be a problem if playing Forge Guard or Void Knight were the best ways to play a Paladin, and the recommended ways to play Paladin were by treating it as a Void Knight.
Its druid or beastmaster... but pet management gets annoying with AOE fights
